Directorate of Flooding Zone (DFZ) Tajikistan

Directorate of Flooding Zone (DFZ) TajikistanThe State Institution “Directorate for the Flood Zone of the Rogun Hydropower Plant” is primarily responsible for the comprehensive preparation of the territory subject to flooding in connection with the creation of the Rogun HPP reservoir. Its scope of activities includes organizing and coordinating the resettlement process, as well as the construction of the necessary social and engineering infrastructure in new settlement areas. Attention is paid to ensuring comfortable living conditions for resettled populations, including the construction of housing, schools, healthcare facilities, roads, and utilities. In addition, the Directorate addresses issues related to compensation for lost property and supports the social adaptation of residents in new locations.


Project Management Group, Tajikistan

Project Management Group, TajikistanProject Management Group for the Construction of Energy Facilities under the President of the Republic of Tajikistan (PMG) is responsible for coordinating energy projects, developing regulatory and legal acts, organizing tender procedures, monitoring the use of project funds, analyzing the progress of project implementation, and facilitating cooperation with international partners. The Group is authorized to request information from state authorities, engage experts and research institutions, inspect construction sites, and conclude agreements within the scope of its mandate.

Association of Women in Energy of KyrgyzstanThe Open Joint Stock Company “Rogun HPP” acts as the client for the construction of the Rogun Hydropower Plant and provides overall management of the implementation of this strategic project. The company ensures the financing of construction, concludes contracts with contractors and design organizations, and monitors the fulfillment of their obligations. Its functions include coordination of all stages of work, including dam construction, development of hydraulic structures, tunneling, installation of equipment, and commissioning activities. OJSC “Rogun HPP” also oversees quality control, adherence to construction timelines, compliance with safety requirements, and environmental standards.
