What is the DMAP?
The Debt Management Academy Program (DMAP) is a World Bank Group (WBG) Academy initiative designed to help emerging economies transition from passive to active public debt management. It focuses on practical, hands-on support that enables Debt Management Offices (DMOs) to proactively improve the cost–risk profile of their public debt portfolios.
Program Objective
To strengthen the operational and analytical capacity of DMOs to assess, design and implement active debt management operations that:
- Generate financial savings
- Reduce refinancing, interest rate, and FX risks
- Strengthen fiscal resilience and market confidence

Five Core Modules
The DMAP delivers practical training and support across five priority areas:
- Liability Management Operations (LMOs)
- Credit Enhancement Products
- Loan Terms Analysis & Renegotiation
- FX & Interest Rate Hedging
- Credit Rating Improvement
How the Program Works
The DMAP is an 18‑month structured program built around three pillars:
- Capacity Building & Knowledge Exchange
- Modular learning combining virtual workshops and in-person deep dives
- Strong emphasis on peer-to-peer learning and operational case studies.
- Technical Assistance & Mentorship
- Tailored support to help countries design and implement debt operations.
- Hands-on guidance aligned with country priorities and WBG engagements.
- Coalitions for Change
- Creation of a coalition of key national stakeholders, including 2 champions (typically DMO staff) that are paired with experienced mentors from the WBG, partner institutions, or professional advisors.
- Development and implementation of country-specific action plans.
