Five Lessons on Creating Jobs and Building Resilience through Local Initiatives

New evidence shows that locally led climate action (LLCA) is delivering more and better jobs, stronger resilience, and an efficient model for realizing development outcomes. The approach brings tangible results and country lessons that provide a proven model to scale and reinforce the technical quality of regional operations: 

  • In the Kyrgyz Republic, over one million people have received support through investments in drip irrigation, energy-efficient heating, and microenterprise development—generating more than 1,200 jobs, over 60% filled by women. 
  • In Madagascar, 1.2 million people have gained access to improved services, while 96,000 individuals received livelihoods support via skills training, credit access, and value chain development. An additional 146,000 have received cash transfers—almost half women—to help smooth consumption gaps in the face of drought. 
  • In Togo, nearly 515,000 people have gained access to drinking water, health centers, and market storage facilities that protect food supply chains and generate income for women and youth in fragile, conflict-affected areas. 

Building on these results, the World Bank Group is working to scale LLCA by unlocking new sources of climate finance for microenterprises and cooperatives, while expanding climate investments in key sectors, such as agriculture, tourism, and energy, to create more and better jobs for all.
