Togo’s northern border regions, Savanes, Kara, and Centrale, struggle with deeply entrenched poverty, with between 50% and 65% of their populations living below the poverty line. Together these regions are home to roughly 3 million people and have historically suffered from underinvestment in infrastructure and weak public service delivery, limiting access to water, transportation, health care, and education. These factors hinder economic opportunities for the region’s youth, contributing to high levels of unemployment and feelings of injustice and marginalization.
