This synthesis note introduces the Locally Led Climate Action (LLCA) Case Study Series, part of the World Bank’s Adaptation and Resilience Solutions in Action series. Drawing from diverse country experiences, the series highlights how LLCA strengthens local institutions and delivers “double dividends” for climate and development.
Grounded in subsidiarity, participation, and climate-informed planning, LLCA enables governments to devolve climate finance and strengthen inclusive governance to build resilience at scale. The evidence captured in these cases shows that locally anchored and nationally owned systems can outlast project cycles, ensuring that climate action reaches vulnerable communities and supports lasting, system-wide transformation.
Cases in this series highlight interventions led by the World Bank and other partners such as the Climate Investment Funds (CIF), the UN Capital Development Fund (UNCDF), and the Local Climate Adaptive Living Facility (LoCAL).
